Add shutdown command to a key

My Dell Enhanced USB Multimedia Keyboard lacks a power key. I used to, via TweakUI in XP re-assign my mail key to do "execute shutdown -s -t 0"

I cannot find any program comparable to TweakUI to re-assign a key on a keyboard in Vista x64. Any suggestions?
