New Shortcuts result in Unknown Publisher Error

One desktop shortcut to an exe file began displaying the Open File - Security Warning dialog box stating the Publisher is Unknown, with no tick box selection available to trust this publisher. In trying to get to the bottom of this problem, I moved some shortcuts around between folders and created some new ones. All of the newly created shortcuts and moved shortcuts now display the Open File - Security Dialog Box. The exe files open fine, just not using the shortcut. This has been since a recent windows update.

This is a real PITA any clues as to what may be causing this and how to fix it.
