Understanding Microsoft Date Formats

Here is my issue. I have my dates set on regional settings to the international standard YYYY/MM/DD.

When I go to use one program (Quickbooks) and I need to import data, it can only read the data as MM/DD/YYYY.

The YYYY/MM/DD is also causing an issue with another program, but it wants the data as DD/MM/YYYY.

I've talked to the programmers, and they tell me that the date field is just a string "020209" and they have to guess which is the date, which is the month, and which is the year. They say that the regional settings dates from MS does not have any indicators that help them with this. Eg. "D02M02Y09" or "Y02M02D09" etc.

Is this true? Is there no way to pull this information out of the microsoft date string?

As you can probably tell, I am not a programmer, but really can't believe that this should be this difficult of an issue.
