shortcuts-no option to create

I am trying to create a shortcut to a folder to put on my desktop. However, in the Explorer folder list, when I right-click the folder i need, the option to create the shortcut does not appear in the drop down menu.

I have created the shortcut using a more long winded way - but where has the right-click option gone?

In addition to Kernel's post, if you have New, but not Shortcut in the context menu, then this may help you restore Shortcut.
