Camera in use by another program

Are there any tools to find out what software may be using a specific device? I have an ASUS laptop running Vista x64 home premium and the Lifeframe software that came with it is now continually telling me that the "Camera is in use by another program". I have contacted ASUS and installed all the latest drivers according to their instructions and still have the same issue. Their last response was to use the recovery partition on the laptop and restore the system to the factory defaults. Of course this will wipe out everything I have installed and I was hoping to avoid this.

First of all go into msconfig to find out if any software starts with windows that uses the camera.
If it is then you can disable it.
