Question About Ordering 64-Bit Vista DVD

I've been trying to order the disc from here:
http://www.microsoft.com/windowsvista/1033/ordermedia/default.mspx

But every time it tried to process my Product Key the next screen says:

Error


We are unable to process your order at this time. Please try again later.

Any idea why this is? It's been a week and it still doesn't work.
I assume you bought the 32-bit Vista Premium disk from the store and it is a retail packaged product?
If it came pre-installed on your computer or is marked "OEM" on the product key sticker you CANNOT order a 64-bit version from the microsoft Alternate media site.
