Considering you apparently are running an older system (40GB SATA HDD), Could be many things:
Corruption/driver issues due to malware/registry cleaners
Wrong type disk for drive (i.e, a DVD-RW optical drive will not read a DVD+ disk)
defective optical drive
sometimes if the disks have been used/erased they become corrupted

when i try and burn a converted film onto a blank disc Windows cannot read a blank disc .part of the film burns to the disc, but it cant edit it so the film freezes when played,

Do you have a boot disc you can try to boot from after setting DVD to the top of the boot order. That will tell us if it is a Vista problem or your computer bios.

Some research I have done says if it will boot with a boot disc but not from Windows it could mean you need a firmware upgrade.
