Vista - Sync Windows Services Stopped Working And Was Closed

I started getting this message after I replaced my hard drive and installed a new versions of vista ultimate 32bit. it goes on to say "A problem caused the application to stop working correctly windows will notify you when a solution is available"

The only thing not working properly is my Maxtor One Touch external. i have emailed with them they ran me through things from their end no luck.

Could this error be effecting my Maxtor? the icon shows in the try but is grey should be green. when I click on start/computer it shows the external i can click and drag info. when i push one touch button nothing.
