I installed Vista over Vista and my apps were place in a windows.old folder. I tried to use them but it says I have to reinstall. Is there a way to use them without having to reinstall all applications.

Depends on the app.
Many will run fine if you rt click on the .exe in the Program files folder and run as Admin.
If so, copy the entire folder for that app. from the Windows.old Program files or Program files (x86) to somewhere safe ( so you can delete Windows.old eventually).
Make a shortcut to the .exe or pin to start menu or taskbar as you wish.
Some apps. will tell you the cannot run that way - those will need reinstalling.
