How do I get elevation prompts on Home Premium?

I just formatted my laptop, and I no longer have elevation prompts. Before formatting, I looked up how to get the elevation prompts and found a command that I entered in the cmd window, which automatically set the elevation prompts.

Does anyone know what this command is? I have tried the regedit method (it worked but I still didn't have permissions to just change the name of a certain folder for some reason, [before formatting, it worked perfectly, but through the one-time command entered in the cmd window]) and there is no secpol.msc in home premium.

My user is an administrator, but it doesn't have the full administrative features. Before formatting I could do anything by entering the "Real" administrator password.

Any help would be much appreciated..

I've already done the second download method to edit the registry. This HAS brought up the password request at UAC, which allows me to enter either my user password or the administrator password.

The thing is, when I download a torrent off bittorrent, and locate the file/folder downloaded, I can't delete it or rename it or anything as it says I don't have the permissions. If my existing user doesn't have the permissions, and the administrator doesn't have the permissions, and there is no other user on the laptop, then who has the permissions??:confused:. It's driving me crazy.

This is because you have corrupted your Admin/User Account, try to take Ownership. If this fails, reboot into the Vista recovery enviroment (RE), and try a system restore to a point before the corruption occured (if a restore point still exists), or delete and create another Admin/User account through the built-in Admin account, or re-install Vista- if you re-install be sure to DELETE all partitions and then re-install into unpartitioned space.
note- before you delete the corrupted User account go into settings and "show all hiddden files", then completely backup the Users folder. One you delete this account, you will not be able to recover the data to restore unless you create a backup.

This kind of corruption is usually a result of either Registry Cleaners/Optimizers improperly used, Malware, or User error.

Further note-If you are attempting to "recover" the User data after a re-install, do not merely copy/paste the folder. Copy over the individual folder contents to the proper folder. Do not restore from a Image, as all you are doing is restoring the corrupted account right back- unless the image was made prior to any corruption that occured, I would re-install everything manually, then when It is they way you want it, Image the drive for quick recovery later.

In addition to Dwarf's post:

Have you stopped the seeding of that file and removed it in Bittorrent first? If not, then it would not let you modify or delete the file since it is still in use by Bittorrent.

That's a good point, Shawn. It would also explain why the file could not be renamed.
