DVD Maker fails to encode WMV file

I would have replied to the thread at http://www.vistax64.com/vista-music-pictures-video/198083-windows-dvd-maker-fails-99-a.html but that thread is stale.

While attempting to burn an unprotected WMV file to DVD using Windows DVD Maker, the process skips to 99% and then fails with the error message "Cannot create the DVD. An error occurred when burning the DVD.". I have no third-party codecs installed (as far as I know). This is a fairly-clean Vista Ultimate 64-bit SP1 system.

I find that if I use Windows Movie Maker to create the file (even though it ultimately launches Windows DVD Maker to publish to DVD), the process completes without the error.

I find the same behavior on my Dad's Vista Ultimate 32-bit SP1 system, but it has Nero and custom codec packages installed.

Is there any way to track down which codec might be preventing DVD Maker from proceeding? Why does it work when processed through Windows Movie Maker? It seems to me if Windows Movie Maker and Windows Media Player can handle the content, Windows DVD Maker should be able to do the same.

Has anyone found an answer to this problem?

I've disabled all of the codecs in Windows Movie Maker (the only one was an "AVI Decompressor"), but the problem still occurs.
