SYSTEM RESTORE ERROR CODE 0x8004230C

I first came accross this problem when my either RegCure or Antispyware programs attempted to run a scan and no restore point was able to be created. I then went to create a manual restore point and receive the following:

The restore point could not be created for the following reason:
Shadow copying the specified volume is not supported. (0x8004230C)
please try again.

There's no previous restore points created. So basically my System Restore can not be turned on and has been off all along. When either attempting to turn on or create a restore point I get the above message. I dissable my Norton 360 and Windows One Live Care to see if that was the cause of the problem and nothing happened. :confused: I also went to Services and was only able to find Volume Shadow Copying, which is was turned on. I have read on TechNet to look for Windows Software Volume Shadow Copying but did not find it in the list of services, only found Volume Shadow Copying. My Windows OS is Vista Home Premium 32bit on a Toshiba Satellite A205-S5852 model. Any solutions will be greatly appreciated.
