The other night I downloaded a Microsoft program which went without a problem. What did happen is that now I have the default icon sitting on top of the desktop icons that I added (not on the regular windows icons). I then immediately did a restore but the problem was still there. I did a search on the forums and tried deleting the icon cache and restarting at least a couple of times with no difference....I also tried changing the color resolutions with no changes in the icons. Initially I used "ultimate Vista Tweaker" to get rid of the shortcut arrow. For some reason that program disappeared from my computer. The icons all work and I have no problem with the computer but I really hate looking at the icon on icon! Any help would be appreciated.

If you mean the overlay shortcut arrow icon on top of the main icon, then you can use METHOD ONE in the tutorial below to remove the overlay icon.
