Serious problems with my laptop

Everytime I try to open something, anything. Internet, games, anti-virus ect. I get this
"windows cannot access the specified device path or file You may not have appropriate permissions to access this item"? This was all out of the blue. Now I've heard of this happening to people for a few applications, but practically my whole laptop is locked down. It won't even let me shut it down normally? Did I get hacked?

hello:

---you may try this---(From the menu choose , Start, Control Panel)---> go to Add/Remove Programs--->then on the left side of the Add/Remove programs window--- >Add/Remove 'Windows' components--->then you scroll down --- locate the "IE Enhanced Security" component--->uncheck it and click next---

I tried to get onto the control panel and got the same message. I clicked show on desktop and it got me on there. There was no add or remove programs so I went to programs and features. The thing you said to click wasn't there. Sorry If I'm a little slow. I can't get on anything on my laptop. I'm on the desktop right now.
