Problems with Parental Controls

I recently upgraded my computer to one with Vista Home Basic 64bit, and installed a Family Feud game for my wife. We just attempted to load the game and continuously get a pop-up that says to the effect that Parental controls is blocking the game from loading. We have no kids in the household and are the only ones with access to the computer.

As for the things I have tried in an attempt to fix the issue: running the .exe through administrator account, disabling parental control services through the administrative tools, content adviser is turned off, and am logged in on an administrator account. Also, when I go to change parental control settings through the control panel, I get a message saying that parental controls do not apply to an administrator account (which makes me wonder why its saying the parental controls is blocking the game from loading then on an administrator account). And, of course, there is no easy way to just turn it off, as usual, you have to jump through ten flaming hoops to do anything with Microsoft software and to be honest, I'm getting a bit pissed off now after working on this for over an hour with still no way to get the parental controls to turn off. Anyone have any suggestions on how to get this to work, because I'm getting to the point where I'm about to format the drive and install XP on this.
