"Windows Explorer has stopped working", can't right click, no taskbar - HELP!

Straight after I downloaded Netlimiter, I got all these problems. First the message "Windows Explorer has stopped working" kept looping but now it has stopped and only comes up when I try and open My Computer etc.

I can't access control panel as the taskbar is gone but when the taskbar was there I couldn't open it anyway as it just closed again.

I can access cmd through task manager.

Safe mode doesn't let me open control panel either.

Does anyone know how to create a new user account through cmd? Maybe this could solve my problem?

I don't think it's a virus as AVG didn't pick anything up and Netlimiter is known to be a good program.

Any help appreciated.

Hello CMM, and welcome back to Vista Forums.

You might see if doing a System Restore at boot using a restore point dated before you had this problem may be able to fix it for you.

I never created system restore points though.

It's gone back to looping now but my taskbar is back and I can right click. SO annoying

Were you able to get it sorted out?

If not, then you may be able to enable the built-in Administrator account, and use it to create a new account to see if it runs properly. You might also uninstall Netlimiter as a test to.

Would I would do is pres CTRL ALT DEL to open task manager>proccess>explorer.exe>end Task.

Then up the top:
click new task
enter explorer.exe

and your computer should unfreeze. then try uninstalling netlimiter.

If it still doesnt work, go into administrator account or safemode to uninstall it.

I would enable System restore. (unless your backing up your harddrive elsewhere

When I tried to do that it says "System error 5 has occured. Access is denied.

I already tried that and when I run explorer.exe again the looping starts again so I have to disable it.

I can't uninstall Netlimiter in Safe Mode either.

when you open command prompt to enable the admin account. did you make sure you rightclicked run as administator

Home Premium X64, not impressed with W7 RC yet...

You could reboot into safe mode, run: msconfig
go to the startup tab and disable anything that resembles Netlimiter.
also you could search the services tab for any netlimiter services
Reboot, and try to uninstall again.

I can't do that, I have to open cmd from the taskbar.
