Media Player Issues

So I have a issue with all media players causing lines in my media (and it flickers the lines so very annoying)

I have the same issue in games but v-sync solves this issue on games.
(FPS is above 100FPS in AA3/CS and so it jumps/causes the issue)

My system specs
Intel Core 2 Quad Q6600 @ 400x8- 3.2ghz
XFX GTX 260 868mb 192 Core
2x2GB G-skill PC6400 DDR2 800
GIGABYTE GA-EP45-UD3R LGA 775 Intel P45
TX750w Corsair PSU
Seagate Barracuda 7200.12 ST3500418AS
Windows Vista Ultimate x64
Antec 900 Case
Logitech S-220 Speakers
1400x900 19' LCD Hanns-G HW191A

Here is as screenshot of the issue. NOW this happens inside the player (if I make it smaller it wont do it on my desktop)

So I thought v-sync issue so I downloaded nhancer and enabled it...didn't do anything.
Real Media Player will do it but at the bottom (very bottom)

I have the newest k-lite codec pack and that screenshot was from a DVD from my collection that I turned into a ISO on my PC.

Anyone have clues as to why this is happening? I would appreciate any help at all thank you.

I have now tried KMplayer VLC and MCP and all 3 do the same issue when enabling rendering.

It also happens on flash images on hulu.com when I browse though "whats new" quickly.

Now I found a jraid.sys error not found when booting Vista up.

I always F8 remove driver enforcement since 2 programs I use don't have digital drivers from Vista.

This happens in both safe mode + normal boot up. Wont happen when I F8 though.

it could be a codec problem. You might try FFDShow from here Free-Codecs.com : Download FFDShow MPEG-4 Video Decoder 2009-07-25, FFDShow MPEG-4 Video Decoder 2009-07-24 and FFDShow MPEG-4 Video Decoder 2009-07-25 SSE : FFDSHOW is a DirectShow decoding filter

Yeah I tried that and didn't work.

I ended up getting advice on another forum I asked this question on and this works for 50% of the movies.

ReClock 1.6 located here
Free-Codecs.com :: Download ReClock DirectShow Filter 1.8.4.5 : ReClock DirectShow Filter gets rid of jerky playback of AVI and MPEG files

This fixed the issue on 50% of the stuff I been watching but on others it will give a yellow clock and put the FPS to 120.00.

Not sure if there is a better codec for this but with luck someone will know.
