Unable to change Security Permissions

I am trying to open mountvol.exe located in C:\Windows\System32 and it just flashes the command prompt screen for a second. Then I opened properties security tab access denied. I tried to change access and get message error something about registry value wrong. What brought this about is I have alot of files that are empty and did a google search and it took me to mounted drives and volumes. If anyone could explain what a mounted device is how do they get mounted and can you read your files on a mounted device or does it have to be unmounted :sick:

A Mounted Drive is a drive attached to an empty folder on an NTFS volume. Mounted drives function the same as any other drive, but are assigned a label or name instead of a drive letter. The mounted drive’s name is resolved to a full file system path instead of just a drive letter. Members of the Administrators group can use Disk Management to create mounted drives or reassign drive letters.
Mountvol.exe is a utility that enumerates the volumes in your system

Since mountvol is a command line utility, double clicking it in windows explorer will give you exactly the response you are getting, mountvol needs to be told what to do by adding switches and/or paramaters. This is done through the CLI (or sometimes from a shortcut if it is a repetetive task). Unless you are actually trying to mount a folder as a drive, you have no need to use this function.
