Is there a way to stop the message "windows has blocked a few start-up programs"?

Unless you actually need the programs to load at start
you could select and disable them on the startup list.

how do i do that?

First - Restart and note what programs specifically Windows is
notifying about.

Start > All Programs > Windows Defender > Tools > Software Explorer >
Show for All Users.

In the left panel scroll and highlight programs Windows was blocking and
click Disable at the bottom of the right panel.
