Weird problem with graphic speed, need some help

Hello, I just installed Vista X64 on a computer and any kind of graphics or timer is running at a very accelerated pace. from the loading bar graphics vista shows when booting up, to flash ads on websites, to video games. Anyone have an idea what may be causing this and what are the fixes?

Please explain in more detail as to what is running so quickly and why that is a problem as speed is the most sought after thing on a PC?

It isn't graphics "speed" as in rendering. It is the actual movements of video on the screen. When playing WoW on the computer it is like watching the keystone cops with how fast everyone is moving. So fast it makes it hard to control your character. Also animations on websites and whatnot are moving way to fast.

Boot into your BIOS and see if there is an option for HTPE that is not enabled.
Will usually say "Turn on for Vista" next to it.

I don't see anything in it at all...what does HTPE stand for? Maybe it is called by something else on my mobo...It is an Asus M3A78-CM

May be a blind lead, unless its an older computer that needs a flash update on the BIOS.
If this PC had Vista on it previously and it worked, then forget about HTPE.
Also, when you booted into BIOS did you go to the Setup area or only the Boot Manager where you can switch between drives to boot from?

Is the system clock - right end of taskbar running fast too?

Only other possible I've seen is to be sure Hardware Acceleration is off.
Don't really see how that would apply, but what the heck, give it a shot!

Have you checked that all of your drivers are updated and correct? If you are running a GPU with it's own control software such as Nvidia control panel check that all the settings are OK.

More than that I am not sure. Run Sisoft Sandra diagnostic and maybe it will come up with something that is not quite right.
