Unable to install or open any CD's

Once I put the CD in the 'Setup' comes on, I press Run, and then click Continue as it needs permission to open the CD..... and that's it. The programme will never open or show an option to install. If I right click onto the icon and click open or install nothing still happens.
This is for all CD's that this happens to.

Are you using a guest account or one with administrator priv.
Are you getting any errors in your logs.

Left Click on Start Menu.
Right click on Computer and choose manage.
Click on the event viewer.
You now have loads of options to try and pin down what is happening.
Expand the error tab.
Look for things in the last 24 hours.

Don't delete them.

Look thru the Error reports for hints of what the problem is.

Also download Malwarebytes-Install-Update.
Then run a Malwarebytes scan in Safe Mode.

Also, try a System Restore:

Shut down your PC. After a few seconds, start it up again, and immediately begin tapping continuously on the F8 key.
When a text menu shows on the screen, be sure that Safe Mode is highlighted.
(You can move between choices with the arrow keys on your key board).

With Safe Mode highlighted press Enter.

Once the Safe Mode desktop loads, click the Start orb, type Restore
and click on System Restore at the top of the menu.

The System Restore wizard will guide you. Choose a restore point before when the problem began.
