Create another user account and promote it to administrator.

Login with that user account and try. That problem will not be there.

i experienced the same problem and solved that like this. But i didn't find the root cause of the problem yet :o

I assume you've already tried making the change as the Administrator of that file, so here's a work-around for you, until you get the 'real problem' solved. If the system will allow you to create a second New Folder with the name you wanted for the original folder, do so. Copy and paste (or cut and paste) your original folder's files into the New (renamed) Folder, and delete the original.

Also, if this doesn't work, try renaming the folder at the core location, meaning at Computer\Local Disk C:\Users\[USER NAME]\Documents\[NEW FILE NAME].

Also, have you tried refreshing your Windows Explorer page, and closing Explorer and reopening it?

On the off chance it may be related, I had some weird stuff happening on Vista64 SP1. I could not delete files in the shell even with those deletion shell utilities. Finally I ran Malwarebytes anti-malware. The quick scan came up with some registry setting like "NoChange" or something under a shell key. If you can delete stuff using a command prompt but not the shell that might be it, or something similar.

Anyway, once Malwarebytes deleted the registry key all was well.
