Cleanup manager - Boot Degradation

Hi all

Been having a few nigglie issues with my system just of late, nothing too serious i don't think, however i have started to notice a decrease in startup performance ( ok i shouldn't moan at 69 seconds but that very slow for my specs ) anyway i generated a system heal report and notices i had 2 performance issues 1 being video performance of which my system has always complained about, but i now have the new one :(
namely disc space clean-up manager for windows :cleanmgr.exe : Microsoft corporation
I'm sure this should not be a start-up item unless the system is instructed to do so by orders of my self
I will most likely take the path of a fresh install but thought i might check here 1st to see if you can help me resolve this issue and make some benefit for others with the same issue

this is not the only item that has deteriorated other items such as MSN have also become sluggish but i think its all related

Apparently you are running the RTM version of Windows. Download and install SP1 and SP2.

That is most strange since it should not be RTM since it's a retail version of vista ultimate upgrade, also I should already have SP1 & 2 already installed
