Insufficient storage problems

Vista installed. I read some of the other posts on this problem but didn't help. I don't have a Volume Shadow Copy tab. I did input the cmd sequence to change size to 30Gb but it said insufficient resources. I think one of the problems is with System Restore when I tried to restore it goes into the searching mode and won't stop even when I shut down. If I could find a way to turn off System Restore and eliminate the restore points it may help to solve my problem. I've tried restoring from system disk but no luck. Any help or suggestions would be greatly appreciated
