Unable to add fax modem

I have Vista 64 Ultimate and cannot add a fax modem. When I try to add an account through Fax and Scan I get a useless error prompt: "An error occurred. Please try again later or contact your system administrator."

I am an administrator on my system. The modem is listed in the device manager and operating "OK" when using the modem diagnostic tool from Dell. I've tried removing the Fax and Scan software and reinstalling. I checked the registry to see if there was an account to delete, but found none.

Any ideas?

I should mention ... the value of the account key in the registry is "FooBar". Looks like some MS coder is trying to be funny.
