Boot order on Dell (kinda weird)

Well, I get the PXE-E61 error on my computer every once in a while; maybe 1/5 times I start it up, and when it does happen I usually have to restart about two or three times to get it to start up correctly.

I 'm not sure if it's a huge problem, but I would really like to get rid of it altogether because it is kind of annoying. Nothing else is wrong with my computer.

I know changing the boot order is supposed to get rid of this, and I was given a link and a suggestion, but my options are slightly different than the ones I found in the link.

I just want to be completely sure I'm doing this right.

This is the suggestion:
1. DVD/CD drive
2. flash (FDD)
3. Any USB device (floppy, external HDD, etc)
4. HDD

I checked the BIOS and the boot order on mine is:

1. HDD
2. USB
3. CD/DVD/CD-R Drive
4. Removable Devices
5. Network

I'm guessing it should go:

1. CD/DVD/CR-R Drive
2. Removable Devices
3. USB
4. HDD

And should I take out Network or leave it in somewhere (and where)? What IS the Network option?

I would also put the hdd first so it doesn't have to check everything else too.
