What exactly is the Event Viewer

After reading this thread and the tutorial in the link, I still don't know what the Event Viewer is and if if I should subscribe?

The Event viewer allows you to view system logs, error messages etc otherwise known as 'events'.

You don't have to subscribe to use it.
