Solved invisible document folder

I am knowledgeable about XP and have used VISTA ultimate for months now but I have found a problem I cant figure out involving the "Document" folder and files under the "Owner" user.
Up to to a few weeks ago I did have the document folder under the user "OWNER" encrypted using Vista encryption option and as expected it would show up as blue file names and could be open and saved under "owner".
Now when ever I open up any of the edit programs ( Word, Notepad ) it doesn't show that there is a document folder. If I save a file it goes some were never to be found again. When I look for the document folder ( C:\ user\owner\ ) All the folders are there Except the document folder. I check under the DOS prompt and it cant see it there. When I try and create a document folder it says that it already exist.
The other users Document folders are intact.
My decktop.ini is as>> [LocalizedFileNames]
migwiz.lnk=@%SystemRoot%\system32\migwiz\MIGUIRes.dll,-103
I am stumped. What can I do?

Open an explorer window and navigate to the user folder. Press alt and select Tools -> Folder Options from the menu bar. Go the the View tab and check Show hidden files and folders. See if you can see the Documents folder now. Let me know if this helped.

O.K. This is what I did to locate the folder I.E.>Tools>internet Options>General>Browser history> settings>view files . From there I went to properties and changed my attribute to unhidden file(s). Now I can view the files as befor including my DOS prompt. but how can I hide these files and still be able to set my OS to view these files from the OWNER user?

OK, This is what I did and it work but I still don't or at least cant find the tab that I can click so I can view hidden files? With XP it used to be in my IE > TOOLS > internet options> advance, But there is nothing there now as for viewing hidden files. Can you help me were this might be. I tried using the ALT + Tools but have the same results as with out the ALT key.
There is NO folder option in the TOOLS pull down menu.

I found the menu on my VISTA Ultimate SP2. The folder option is found in Control panel>Folder option>Hide/unhidden folders. I still would like to know if there is a DOS prompt for me to see these hidden folders/files as well as change there attributes from there. I have been a PC user since be for Windows was even around. Used to be a ton of programs to manipulate files with when I had DOS 3.1
