First of all hy,and sry for typing mistakes (if there are any)
Issue 1
Im using a 32 bit ultimate vista ,each time my pc shuts down improperly (restart , power down etc) i get 'personalized settings not responding' box and i cant use my network and sidebar.
In fact its the exact same problem he had

System restoring fixes this but only until the first improper shut down , is there a way to fix that for good? (reinstalling doesn't help)
Issue 2
Partition shrinking problem : When i try to shrinking my boot partition (using disk management) it wont shrink as much as i want it to (to be more clear: my C:// drive that contains windows is 150 gb large and it wont shrink more)
Is there a way of doing that?
