Dead x64 system, sfc doesn't work, need help/options

Dead Vista Home/Prem x64 system, won't boot. Booting off disc, try to run sfc /scannow, I get "windows resource protection could not start the repair service". Obviously there's no way to run an elevated command prompt from booting off the disc. Tried "install now" and the upgrade option is greyed out and says do the upgrade from inside windows (obviously this isn't an option either). I've tried repairing with a SP0, SP1, and SP2 disc. System restore, no dice. Re-installing Vista, at this juncture is not an option. I cannot believe Microsoft made Vista (and for that matter, Server 2008) SO FRAGILE that you can't repair the system properly. If this was XP it would have been done by now. If anyone has any ideas, no matter how insane (keeping in mind what I've already posted above, of course) then please let me know. Thank you.

Could ou tell us what happened to get you into this mess. did yoou blue screen, change hardware, etc. Could you also tell us about your hardware so we know what we are dealing with.

Blue screen. I believe the error was (at one point) PROCESS1_INITIALIZATION_FAILED, but now it's just a generic STOP 0x00000007B. It's an Acer laptop, Aspire 6930, Intel CPU, 4GB memory.
