When I click Start > Programs, I still don't see all the items that I expect to see
However, when I use Windows Explorer to open:
C:\Users\me\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\
then I see what I want to see.
For example, "Administrative Tools" is in the folder, but not in the Start menu.
Note that I did not follow Brink's exact tutorial instructions in the link:

The instructions recommended block copying of the "Programs" folders, whereas I have already arranged my Programs folder (and subfolders) to my own preferences.
So, rather than block copying, I used a folder comparison tool to selectively move files from Single User and All Users on the desktop to:
C:\Users\me\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\
Is the problem due to something wrong with "desktop.ini"? I tried copying that file from the desktop to the hidden folder, but there was no effect.
Note that my laptop is a single-user machine. I want my All Users folder to be empty. So, if I temporarily create an account for someone, I don't want to have to check to see what programs they can access. I want them to see nothing. Then I can move programs on demand.
(HIstorically, the other reason that I don't want files spread over Single User and All Users is that desktop icons are sorted from A-Z for one user, then A-Z for All Users (or maybe it's the other way round! And maybe that was only for XP.). I want all my icons to be sorted from A-Z.)
