Ive had my Dell laptop for about 3 years and for the past year or so I have been unable to turn off my comp because everytime I do Windows never starts properly and makes me so system repair a couple times until finally it will boot properly after about an hour of repair. If anyone knows or has heard of a similar problem please let me know. (I have reformatted my comp a couple times in an effort to fix this and any other tech problems my Dell gives me)

Well this is going to take some investigation. Lemur is correct we need you complete system specs. we also could use some history. when did it start, what changes were made around that time. was it a clean install? Is it 32 bit?

waiting for info

Run this .bat file which will load chkdsk in read-only mode to see if there are any bad sectors. Then check the results in the C:\ drive. It will be called Results.txt. Right-click the file, select run as administrator and wait. For a healthy drive, it shouldn't take longer than 3 to 5min.
