every time I boot up I get error message failure to load \3\LXCTtime.dll. looking for possible manual fix that doesn't involve dowloading a registry cleaner.

Elaborating on zigzags post, not that it will make much difference but go into msconfig and disable the printer program from running at start-up.
start search > type msconfig > hit enter > accept the UAC prompt > select the Startup tab at the top > look for a program that involves the printer > untick it > hit apply > hit ok > restart.
