Application not found??

I recently tried to start a program I haven't used for about two months. An error message came up telling me a file was missing and to reinstall the program. No problem, I think. I delete and unistall all the original files (a process I have done many times before without problem). Then I go to install the program again and I get an error message;

C:\Users\jacofox\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\H32LV4WB\epsxe170[1].zip

Application not found

It may be important to note the program Im downloading is epsxe and jacofox is my username (on the file directory)
I dont understand this. It seems to me my computer shouldnt be looking for the application if ive unistalled it and removed it and am trying to install it.

What steps do I need to take in order to install the program again

Download the file again, and ensure that the file destination is set to your Downloads directory. Your Temporary Internet Files folder means just that, it is just a temporary storage area for use when browsing and, because it is only allocated a certain size, is not recommended to actually store programs in it. This is because if the size of the files in this folder reaches the space allocated for them the oldest files are automatically deleted without warning, which is what I suspect has happened in this case.

Having tried both of your advice (thanks by the way for the suggestions) Im continuing to recieve error messages. When I downloaded the file its icon, rather then being a Zip folder icon as the file extention would suggest (the folder icon with the zipper down it) its just a blank white page looking thing that asks me what program I would like to use to open the file. I try to extract the files with Winzip but it isnt working. I just got an error message saying there's a missing component (buruttrt.dll) and that re-installing may fix the problem but what do you know, it doesnt fix anything. This is really frustrating...any more ideas?
