Vista basic will not start

Hello and thanks for reading this. Here is my issue...
My wife's laptop will not go past start up. U get the start up bar then it stops. It says vista can not start up. Iv ran the recovery center and it says windows can not fix the problem. the error code that pops up is 0x0. I have a recovery disc but that's not helping either. So im kinda stumped.. Help.. Also the screen goes black and all you can see is the mouse. Then the system restarts. like i said b4 HELP

Hi

Tell you what you can try, a safe boot. repeatedly hit F8 while you are booting. If it works it ponts to something that loads in a regular boot. fixable. If it doesn't we still have a few tricks up our sleeves.

It will not start @ all.
I have tried safe boot
any form of boot it starts then says it can not boot then black screen with mouse cursor on it.
