Changing keyboard layout using the command line

So I finally decided to use the Dvorak keyboard layout. I'm wondering if it's possible to change the keyboard layout (/input language) through the command line?

If there's someone knowledgeable about the command line reading this, it's probably a good opportunity to ask about a good source to find commands (not just DOS commands - stuff like bcdedit and powercfg, which can't be found in your typical command list).

Wow, that took so long to type... You'd be surprised how much the letter H is used and how much L isn't.
