Task Bar Freezing up

My question is when I turn my computer on and windows loads I can't click on my task bar it's froze up...
So I hit Cntl alt delete and hit switch user but click on my same user I can use it.
My desk top I can click on...

Also when I am online my computer freezes up too I do same thing and it unfreezes.

I am running windows vista home premium 32 bit..Dell XPS m1530...

I have ran my avg virus scanner and it shows no viruses..

If anyone can help me please reply...

Do you know the specs. such as RAM, CPU etc. that would help. Your computer might not be able to handle all the things that you want it to do when it freezes up.
On startup give it a while, just leave it and go back a while later to see if it still happens.
It could even be a program you have running that uses alot of the CPU. . . do you have alot running on startup?

My thoughts as well. I'm thinking the machine has a lot of start up programs. Try letting it boot up then let it sit for about 5 minutes and then see if its still frozen. Let us know :)

start search > type msconfig > hit enter > accept the UAC prompt > go to the start up tab > then post the results :)
