Missing ability to create folders and other problems

Ok, so the title says the most of it. I just happen to notice the past few days that i am unable to make new folders via right click. When i do right click and select new, the submenu only says (empty) in gray. I have no options on creating a new folder, file etc. Ive tried using the folder fix registry thing to no available correction. Also, im not sure if its related, but 1/2 of my start menu is missing as well. When i click start, all the immediate programs in the list are empty, its just a giant white box, but if i choose like programs etc stuff shows up, what gives?

I run the avg free antivirus and malwarebytes as well and neither find anything. Id rather not do a restore either as im not sure really when it started.

Vista Home Premium 64bit OS

The start menu disappearing is a known problem. when the number of items in staart exceeds abt 80 they vanish. they are still in expanded but not in initial view. There is a fix for it. I forget what it is exactly. It is something like move the start items to a different folder then back. If y ou search for missing start menu items here you should be able to find it.

let me investigate the other problem

this is what i see or what i dont see actually. I just tried something where i downloaded a file and followed instructions on copy/pasting the stuff via explore all users with the right click on start menu, still nothing....

Well, since you tried those and do not think a System Restore would do much good, then you can create a new administrator account to see how it may work instead.
