My computer still will not download

After recovery and many updates my computer seems to be doing fairly well, except for downloading. It just will not download. What ever I am downloading starts out ok and looks like it is going to finish the job. Suddenly the downloading stops never to go again. Sometimes it shows 20% has downloaded and may even reach 80% and then stop dead. Any helpful suggestions anyone. In case it is needed here's the specks:
H.P. Pavilion
Model a6220n
Processor - Intel(R) Core(TM) CPU @E4500 @220GHz
RAM 2038 MB
System Type 32 bit
Windows Vista HP

I have to ask some pretty dumb questions

How much free space where the files are downloaded to?
If you drag a file from another drive does it copy correctly?
Is there any firewall antivirus issues?
Do yo have permission to download. Admin can prohibit
Are you using a dl manager?

thanks

I don't think I even know how to come up with the answers. Here's some info I found. I wonder if it is applicable. There is a dl manager on my computer but I can't tell you any more than that about it. I don't understand the drag a file thing. I don't think I have ever used it in this instance. I checked the firewall and I can turn it on or off. I have tried both and I don't see any changes of anykind. I am logged on as administrator. Is that what you are referring to. This only serves to show my lack of computer knowledge.
