Try booting into safe mode, see if it boots OK there.
Also, when you changed the HDD, did you do a fresh install, or did it have an OS on it, maybe from another PC ?.
When I used the HDD it had the same OS and version and (Vista Premium). It even makes a static popping noise from the speakers.
About Safe mode, my laptop doesn't last long enough to start safe mode. It freezes, the only way to get it back on is remove the power and battery and hold the power button to discharge it than it will start and freeze.
Also I noticed. It brings up a black scrren wit info about the BIOS and pecs and when it says mouse initialized it says error.
Did you re-install the MB drivers when you changed the HDD ?, also, have you tried updating the chipset drivers for your MB ?.
If you have any devices connected to the PC, disconnect them and try.
As a last resort, you could see if there is a newer BIOS available for your MB, try the MB manufacturers site.
Will it go into the Bios without locking up ?.
reflash the bios dude. go to the manufacturers website, dell, hp, acer, whichever vendor your laptop is, find the "bios" burn it to a cd and there should be a tutorial on their website somewhere, Im saying this because every PC is different and reflashing the bios is something that you dont want to get wrong.
But if its under warranty, then send it in.. dont delay
Here is your Bios.
In the top right hand drop down box choose Bios, in the left hand one choose your OS.
If you have a USB flash drive then use that, if not a CD will do.
I would download it to another PC, then you can open it and either put it on a flash drive or CD.
When booting you will have the option to go to the Bios, press "Del" on your keyboard and it should take you there.
In the Bios you will see the option to update, you may have to search for it.
This is why i think it's a motherboard issue. The disc is in. But the computer turns on and powers up.. the fan can be heard and etc. But there's no response of power caps lock wont light and the disk tray wont open
