Windows Problem communicating to a Device connected to..

I am aware there are likely other posts with similar problems to mine, that i could search for but, I have not really got the time to wade through the many posts that don't match. I was not trying to install anything, or do anything with a dvd, there was nothing even in the cd-rom drive. I had noticed that in my search for solutions to this problem, many failed to state what they were doing just prior to getting the error message.

One came pretty close to my problem, with a lap top locking up and having to force a restart of the whole system. I however am seeing this problem on my Computer. It had locked up completly 2 times in a row, and after the 2nd one, I went to try and do a normal restart, then I got the same message.

So in looking for a solution, most people post things assuming that people will automatically know the terminology, (I am not that PC savy,) also it seems like people are posting all kinds of different solutions to the same problem so I don't know which one is the one I should do. Ive seen where it was advised to "Install a Fresh copy of Windows", but on Microsoft Support, it lists 3 ways all of which look very much the same to me. "You can use the Startup Repair option in the Windows Recovery Environment to repair the BCD store. To do this, follow these steps:" Well what is the Windows Recovery Environment? Or "you can rebuild the BCD store by using the Bootrec.exe tool", Or rebuild the BCD Store manually using the Bcdedit.exe tool.

And i posted here out of all of them because this one seems to have the most recent activity, so hopefully it is active. I am at a loss as to what to try of all the solutions. Just what kind of repair and time frame are we looking at for this?
