"Catch-22" problem with startup and reinstallation

I'm having a something of a catch-22 problem with starting Vista. I started my Dell Inspiron 1420 from sleep mode, got a blue screen of death (uncommon, but not unusual), and have entered into a startup repair loop. I've found a similar issue reported on other help sites (including this one). It loads the BIOS, then attempts to load Vista, which returns an error saying startup didn't occur properly, and gives me the option of starting Vista normally or launching startup repair. Startup repair gives me the following when it completes:

I had accepted that I would probably have to format and reinstall the OS; I was planning on doing this anyways. However, when I attempt to run anything from CD (the Vista Repair disk or a LiveCD to retrieve my data), the drive is not detected. It does not show up in the BIOS (version A00) under onboard devices, though it does open and close properly.

tl;dr My OS won't start and my CD drive doesn't work. The former is most likely a problem with the OS, while the latter is most likely a problem with the BIOS. However, as far as I've found, I can't update the BIOS to recognize the CD drive (or a USB) without having a CD drive. How can I rectify this issue?
