two users sharing programs on one computer

Hi

new to Vista.. I can handle this problem in W95 on up, but I can't seem to figure out how in Vista.
---- we have two users on the one computer. I want the other user to have access to a program shown in my start menu but not in theirs. (FWIW - All MS programs that loaded on one user's "side" are shown on both user's start menus, but some other programs are not. I am the admin "user 1")
Using Windows Explorer, I found three start menu/program list files - user 1, user 2, and all. I went to user 1 start/program file to copy and paste the program link, but the "user 1" and the "all" start menus do not show the program that I want user 2 to be able to access (and it is not shown in user 2 start or program files, either- but it is on user 1 menu). And I cannot find anything about sharing or linking programs in the help menus.

So.. how does one normally share a program between start menus in Vista? And if it is not in the "program" list or the "start" file lists to show in the start menu, where is it?
