Start, create new menus empty; preferences wont stick

I've looked around and haven't quite gotten an answer to my issue. Here's whats going on:

After a forced (and lengthy) restart, my computer behaved like a freshly installed version of Vista--default background, default settings (hide hidden files, hide known file extensions, folder views, etc.), the recent program and recent files list was empty, as well as the "create new" sub menu. In addition, the icons that are made hideable or not on the desktop like Computer, User Files, Network, etc were hidden.
This would be a minor annoyance as most of these things should be easily fixed... however none of the changes I make to my preferences stick. I will change all kinds of folder view options and hit OK and I get nothing. I choose to show those icons on my desktop and hit OK or even Apply, nothing....

Seems to me like there was some funny business with my registry, but I'm not quite sure where to start.... do these symptoms sound familiar to anyone??
