Mouse constantly flashing a loading sign

This problem has been going on for about three weeks now. I don't really know why. CPU usage is normal, fluctuates between 0 and 25. The flash is super distracting. Any help would be appreciated. I cant figure this one out for the life of me...

I don't have any viruses or rogue processes running that I can see. It does not occur in safe mode but still does even when I use game booster (IOBIT program that safely stops many running processes to use cpu power for game being played). I'm stumped!

It happens as soon as I get to the desktop, and is not affected by if I am running something or not...

Just a guess, maybe it is your mouse driver? I had a problem once were, when the mouse moved, two installed drivers processed the movement setting CPU usage fairly high when I moved the mouse. Fluctuations between 0 and 25 seem pretty high.
But something else you could look at would be the mouse settings. Get to it by typing 'mouse' in the start menu search and going to the Pointers tab to see if somehow your Normal Select pointer is a loading animation one.

I found out the correct word for what it is doing. It is flashing the loading sign that is beside the cursor (which I found means loading in background specifically). So does that mean that something could be trying to load and failing every few seconds?

I thought 25 seemed a little high myself. It hits 25 every 10 seconds. Just spikes there and then stays in the 4-5 range.

Checked the mouse settings. All was normal there. As for drivers I don't think that is it, but I may just try it if I cant find anything else...

A quick fix is to just change the cursor for background loading to the regular cursor so that there is no change when the process occurs, but that is just sweeping it under the rug.

Hmm...
