delay accessing toolbars or start

The system is a vista x64, Dell machine with Vista pre-installed. I had trouble and had to re-install the Vista from their supplied disk.

The system appears to boot up and run normally, EXCEPT that most of the time when I move the cursor over the taskbar none of the items will highlight and cannot be accessed. This can take up to 10 seconds or so of waiting for them to activate. It happens about 75% of the time that I try to activate something fro the taskbar.

This involves the entire taskbar including quickstart, start and any active programs. If I hit the "CTL-ALT-DLT" and cancel it becomes active immediately.

Does anyone know what might be causing this?:cry::zip::(

Try a quick repair

In an adiministratrors account type cmd in search by the start button

Right click on CMD...Run as administrator


In CMD type sfc /scannow. This will find and correct small corruption. If corruption is found, run it 2 or 3 times.

I tried that but it says "You must be an adminstrator running a console session in order to use the sfc utility."

I am logged in with my user account which has administrator privilage. I logged in as the other user I have set up and the same thing. I do not have the option to log in as "Adminstrator".

What do I have to do to get logged in as an administrator running a console session?

Hello davidexe,
Go to start > All Programs > Accessories > and right click on Command Prompt, choose "Run as Administrator" and then you can carry out the file check.

I did that. Ran it 4 times. Still came up with the message that "Resource Protection found corrupt files but was unable to fix some of them."

I rebooted and ran twice more with same results.

So, it appears that there are corrupt files that can't be fixed by that particular program?

Did the sfc /scannow and there are still corrupt files and the problem with the delay on the taskbar still exists.

any other ideas?

I ordered a computer from Dell. They messed up the shipping and when I called them about it they sent one out the same day that I called. In order to do that they "threw" it together. In doing that they messed up and it did not have an operating system. I called them and they sent out a replacement hard disk but it had the 32 bit operating system. So they sent me out a new hard disk with a factory image on it and the Vista business 64 bit operating system. However, that hard disk had the wrong operating system on it. So I used the operating system restore cd and installed the operating system from that.

The system is a Dell Optiplex 960, Intel core 2 E8600 @ 3.33GHz, processor, 8gb ram, all factory installed. System is as received except for restoring operating system and adding a video card, flash drive and DVD drive.

System has experienced the same problem since I first started using it.

This computer never worked right, it could be the hardware, itself. With these new facts, I think that we should stop messing around and get them to honor the warranty. They should send someone to the house to fix it. If we do too much, they may claim that you violated the terms of the warranty. What do you think?

I have used the comuter since August with no other problems whatsoever, except for the delay accessing the taskbar. And it always does it, just take a few seconds, like it is busy doing something else.

I have been running the sfc program and checking the log. I have absolutely no idea what I should be looking for but I do see changes at the bottom and usually one entry that says "repaired" in it.

I think I will run this program until I am sick of it or it quits telling me there are corrupt files, or it comes up with the same results 2 times in a row.

I certainly do NOT want to have to reset up all of the AutoCAD, Revit, Accounting, Visual Photometry, Emergency Generator Sizing, ComCheck, etc. programs that are set up. Some of those are registered and I would have to call to have them re-registered on the new computer. Not a small consideration.

If I can't find any other solution, I will live with the delays. But lets wait and see what 8 or 10 more times of running sfc does.

You are correct. I understood from your prior post that you just began using it, now and it has never worked correctly. Ill stick with you until I am out of ideas. The programs are a major consideration.

Try this, when you have the problem again, type event viewer in search and make note of any errors.


Go to device manager, look at your graphics card and make note of any yellow markers indicating problems.

Take the memory diagnostic test by typing that phase in search.

I will standby you. When I am out of ideas I will let you know so you can move on. In addition, other very qualified members will help, also.

I have been using the computer while it is running the sfc scans. Didn't see any warnings and such so didn't think it would bother. In doing that I have not detected the delay in accessing the taskbar. Normally it would have exhibited itself several times in what I have been doing.

I haven't been tasking it much though. Normally I might have AutoCAD 3D open with 6 or 8 drawing open, accesing an accounting program and othe cad related programs like running a visual photometry program, accessing a computer in Minnesota through Remote Desktop and checking cameras, logging into a LAN or phone server with all of it open at the same time. Going back and forth or running in the background. So the computer gets pushed somewhat. The only problems I have had have been with AutoCAD crashing and that is an AutoCAD problem, not the computer.

However, the delay will show up when I only have one window open, such as Internet Explorer so it isn't that it is getting bogged down by having all of that open.

It gets to a point where the solution isn't really worth the effort but finding out is. Guess I am kinda that way.

Take a look at what programs are being loaded at startup.
You can disable most of them and all of them can be started manually.
Go to Start > Run and type "msconfig" (no quotes), click OK and again at the UAC prompt, go to Startup and see what is being loaded. anything that Vista does not need, disable. Mostly trial and error but worth it.
Obviously keep sound and video items, also any anti-virus software.
Sounds like something is taking a bit longer to load.

It isn't a delay in loading problem. It takes a little time to load but I expect that as I have a few things loading and I am not familiar enough to keep up with what is needed and not. These programs keep loading their own things to run at startup and in the background. Can't keep up with them. But I try and catch the obvious.
