Limited Account's Not Loading Correctly

Hi, i just created a new limited user account on my vista home premium 32bit desktop, and noticed that it wasnt loading correctly. I normally use my Admin account so i dont know how long this problem has been occurring.

upon the first logon, while creating user files, it stops at Windows Mail and gives this error popup:
"windows mail could not be started cause MSOE.DLL could not be initialized"
once i close that popup it finishes quickly the other files without error.
It has a solid baby blue background with no icons or anything on it.
when i start Task Manager via Crtl-Alt-Del, it loads only 5 processes:
csrss.exe dwm.exe nvvsvc.exe taskmgr.exe winlogon.exe
Also when i go into the other tabs in task manager, on the services tab, i click the services button and i get error:
"MCC cannot open the file C:\windows\system32\services.msc"
and when going to performance tab and click resource monitor i get:
"The Requested operation requires elevation"

i have found out through trial and error, that my Guest account doesn't load, neither does any other limited (non-admin) account. I created another admin account to see if it was all new accounts or just limited ones. The new admin account loaded normally, and i even changed its account type from admin to limited while loged in on my test admin. but once i loged out and tried to log back in as a limited user, it ran into the blue screen error. and its not the blue screen of death fyi.

i also ran the "SFC /scannow" test in CMD with no system files corrupt or in need or repair.

so im not sure whats causing this problem with my computer, and i hope someone will be able to help me. in the meantime, my computer illiterate brother will have admin rights, so i hope to get this solved quickly :-p

I guess if your brother is not using Windows Mail or other application Go To Start >

Type MSCONFIG > Right click and Run as administrator it might prompt Admin username and password just type that in the Click OK

Then from Startup Tab Disable all the unwanted applications
Then Go to services tab then Check on Hide all Microsoft services then disable the ones which he don't use then reboot the system and log back in see whether your getting an error messages
