Vista is weird after reinstalling vista

So i had just reset my computer to where if i had just bought the computer straight out the box. So now it wants to act like a bitc*. List of problems:
1. If i want to save a file from the internet it will not even ask me where i want to save it will just save it in the start menu. And if i click it will then just bring up internet explorer and give me the link to download the program.
2. If i want to download a program example.msn messenger i will click run and after its done nothing else will happen. If i try to save it does what problem 1. does.
3. In my pictures it does not have the little check boxes in the left corner no more.

Go to start, type cmd do not hit enter, right click and then run as adminstrator. In cmd type sfc /scannow. If it finds errors run several times.

If you have a Vista DVD, you can do a repair install. Post and I will tell you how.

It dident find anything and no i dont have the cd.
