Menus keep closing, windows refreshing

For some reason certain programs are malfunctioning. If I try to click on any drop down menu the menu will automatically close and the border of the current window is constantly flashing.

The programs I've found this to be happening so far are Outlook, Windows Explorer, and the start menu.

Any ideas? I've updated windows as much as I can to see if that'll do it but nope.

Lets start with the biggest potential problem

Run a thorough Virus scan.

Download and use malwarbytes and report back.

In addition tell us what may have happened to cause the problem.

I've done a full virus scan and also ran malware and spybot and nothing.

The only thing I can think of is maybe the installation of office may have done it..

Try this

In search, type cmd do not hit enter

right click and click on run as administrator

In cmd type sfc /scannow. This will correct small errors.

If errors are found run it 3 times. It only fixes one problem at a time
