Vista admin not working

Hello, I cant figure out why im not admin in Vista. I can right click on shortcuts ect and "run as admin" but it doesnt run the program as admin. I cant even uninstall or install without setting my user acount to (UAC) off then it will let me do whatever I want if I dont uncheck the (UAC) then I get “The system administrator has set policies to prevent this installation”. I am the only account on this PC and under my name it says "Administrator". I did find this link that explains how to fix my issue but I dont understand how to navigate to the file. Please help.....
